Out of the State Requirements
In addition to the items required for all students
, a FBI Background Clearance is required for students who have lived out of the state of Pennsylvania within the last two years.
FBI Electronic Fingerprint-based Background Clearance (Department of Public Welfare)
Students who have lived out of the state of Pennsylvania within the last two years are required to provide documentation of a FBI Electronic Fingerprint-based Background Clearance from within the current academic year (not to exceed a 12 month timeframe).
Students who will be placed in Home/Community-based Department SHOULD NOT
complete this clearance; the FBI Electronic Fingerprint-based Background Clearance through the Department of Aging is required instead.
- Students who will have significant likelihood of regular contact with children
are already required to complete this clearance.
The student must register with Cogent (click here to register
). Registration involves collecting pertinent demographic information that is required by law from each applicant. During registration the student will also be given the opportunity to pay electronically for your background check.
Then, the student may choose to visit any site for fingerprinting. However, some fingerprinting sites require an appointment to be made. Click here for Print Locations and Hours.
At the fingerprint site the student will be asked to produce a qualified State or Federal photo ID before processing may begin.
The student's scanned fingerprints will be electronically transmitted to the FBI as required by federal statute. The Pennsylvania Department of Public Welfare (DPW) will receive the Federal Criminal History Record from the FBI. DPW’s Verification Unit within ChildLine and Abuse Registry will return the results of the Federal Criminal History Record to the applicant. Complete processing of the FBI Criminal History Record should take no longer than 10 days. If the student does not receive their results from DPW within this time frame, they should call (717) 783-6211.
